Voters need to provide fresh marching orders

The 40th Parliament is all talked out.

Beyond the partisan considerations and the electoral calculations of each of its protagonists, the fact is that the main items of business that have dominated the agenda of the House of Commons since the 2006 and 2008 elections are either stalled for the foreseeable future or disposed of.

At the same time, major undertakings that have the potential to redesign the federation are in the offing.

The resolution of both crucial discussions will require a high degree of political consensus. The provinces will have to be brought into the loop. That process has yet to even begin.

The path of least resistance may yet lead to another reprieve for Harper’s minority government at budget time next month. But without fresh marching orders from voters, Canada’s Parliament would then only spin its wheels for another year.
